OFAC amendments on banking, remittances, and travel

Further amended the Cuban Assets Control Regulations to authorize correspondent banking relationships, expand authorized remittances and travel, and permit certain transactions by Cuban nationals. A companion Commerce rule revised export controls accordingly.
