Announcement of policy change toward Cuba

The White House announced a change in policy toward Cuba, including a framework for restoring diplomatic relations, an agreement to exchange prisoners, and a direction to review Cuba's inclusion on the state sponsors of terrorism list. It did not, by itself, alter the embargo, which required statutory and regulatory action.
