Foreign Assistance Act of 1961

Principal statute governing U.S. foreign assistance. Section 620(a) barred U.S. economic assistance to Cuba (subject to a presidential waiver that was not exercised), establishing a congressional basis for economic measures against the Cuban government.

Proclamation 3447 of February 3, 1962 cited Section 620(a) of the Foreign Assistance Act of 1961 as statutory authority for the trade embargo. Section 620A of the Act later codified sanctions against state sponsors of terrorism.
