Cuban Liberty and Democratic Solidarity Act (Helms-Burton Act)

Codified the embargo and conditioned the lifting of restrictions on political transition in Cuba. Title III created a private right of action allowing U.S. nationals to sue persons who “traffic” in property confiscated from them by the Cuban government. Title IV authorizes the denial of visas to such persons.
