Trade Sanctions Reform and Export Enhancement Act

Authorized the export of agricultural commodities, food, medicine, and medical supplies to Cuba under a license regime, while retaining the embargo on most other commerce and requiring that such sales be conducted on a cash-basis with payment before transfer.
