Proclamation 3447 — Embargo on All Trade with Cuba

Imposed an embargo on all trade between the United States and Cuba, citing the authority of Section 620(a) of the Foreign Assistance Act of 1961 and the Trading with the Enemy Act. The proclamation prohibited the importation into the United States of goods of Cuban origin and, subject to exceptions, exports to Cuba.

The foundational presidential act of the U.S. embargo against Cuba. Its restrictions are now administered principally through the Cuban Assets Control Regulations (31 CFR Part 515) and the Export Administration Regulations.
