Cuban Assets Control Regulations (CACR)

Comprehensive Treasury regulations issued under Section 5(b) of the Trading with the Enemy Act that blocked Cuban assets in the United States, prohibited most transactions between U.S. persons and Cuba, and made the 1962 embargo operational through a licensing regime.

The CACR remain the core regulatory instrument of the embargo. They have been amended dozens of times to ease or tighten restrictions on travel, remittances, trade, banking, and other transactions.
