2026 · EXECUTIVE ORDER
Executive Order 14380 — Addressing Threats to the United States by the Government of Cuba
Declared a national emergency with respect to Cuba under the International Emergency Economic Powers Act and the National Emergencies Act, and established a framework for imposing additional ad valorem duties on imports into the United States of goods that are products of any foreign country that directly or indirectly sells or otherwise provides oil to Cuba. The order defines “oil” as crude oil or petroleum products and states that “indirectly” includes providing oil to Cuba through intermediaries or third countries.
